Mariah Carey will embark on a new tour starting Dec. 31 at Madison Square Garden. Despite lackluster sales of her current album, Ms. Carey will hit 19 cities for the “Angels Advocate” Tour to support her album “Memoirs of an Imperfect Angel.”
